WEAPONS OF MASS DESTRUCTION POLICY
Version 1 as published 23rd April TDK8
This is the comprehensive policy governing the Canonical possession, proliferation, disarmament, and use of Weapons of Mass Destruction (WMDs) in the Great Democratikan Worldbuilding Project.
SECTION 1: DEFINITIONS
1.1: The Canonical definition of Weapons of Mass Destruction (WMDs) shall follow the definition established by UN General Assembly Resolution A/RES/32/84-B, which states that Weapons of Mass Destruction are "atomic explosive weapons, radioactive material weapons, lethal chemical and biological weapons, and any weapons developed in the future which might have characteristics comparable in destructive effect to those of the atomic bomb or other weapons mentioned above."
1.2: "Unilateral use" is defined as any piece of Canonical writing claiming that WMDs have been used in any capacity posted without prior consultation and approval of a Councillor with authority over the WB.
1.3: All definitions outlined in the most recently published version of the WBR&G also apply in this document.

SECTION 2: POSSESSION
2.1: Canonical possession of WMDs is granted only by application at the discretion of the Minister of Democratikan Heritage and the Minister of Worldbuilding, or any other Councillor with authority over the WB.
2.1.1: The relevant Councillors may grant Non-Player Character nations (NPC nations) possession of WMDs to address the canonical balance of power.
2.2: Members must not submit vexatious, baseless, or repeated applications for the possession of WMDs.
2.3: Members whose nation(s) have been granted Canonical possession of WMDs may not station them outside of said nation(s) except with the express approval of the relevant Councillors and the member controlling the third party nation.
2.3.1: Members whose nation(s) have been granted Canonical possession of WMDs may not station them in NPC nations except with the express approval of the relevant Councillors. This approval shall not be granted unless sufficient Canonical ties between the nations exist.
2.4: The relevant Councillors shall maintain an out-of-character record of all nations which Canonically possess WMDs, the types of WMDs they are authorized to possess, the number of WMDs they are authorized to possess, and the countries in which they have deployed WMDs.

SECTION 3: PROLIFERATION
3.1: In-character attempts at WMD proliferation, regardless if the member intends for them to be successful or not, must receive the out-of-character approval of the relevant Councillors in order to be Canon.
3.2: There shall be a Canon WMD Non-Proliferation Treaty, established by the World Congress, which governs which nations Canonically legally possess WMDs.

SECTION 4: DISARMAMENT
4.1: Members who have been granted possession of WMDs may, at any point, unilaterally decide to give up possession of WMDs.
4.2: Members must notify the relevant Councillors if they choose to give up possession of WMDs.
4.2: Members who wish to regain possession of WMDs must submit a new application to the relevant Councillors.

SECTION 5: USE
5.1: The unilateral use of WMDs is prohibited and considered non-Canonical.
5.2: The use of WMDs shall not be authorized by the relevant Councillors except under extraordinary Canonical circumstances.
4.3: Historical instances of the use of WMDs must be authorized by the relevant Councillors.
